The Windows Explorer window in Windows Vista does not by default display the menu that so many of us are accustomed to using. Recognizing that many people are fans of the menu, Microsoft allows you to bring it back in Windows Vista. There are two ways to accomplish this, with one being temporary and the other being permanent.

If you want to temporarily view the menu, simply click the ALT key on your keyboard and it will appear. Alternatively, if you always want to open Windows Explorer with the menu visible, click the Layout configuration button. From the drop down list, click the Classic Menus option.
