The police want to increase the nation DNA data base. To this end, it seems that a DNA sample may be required for simple legal infractions:
“Police are seeking powers to take DNA samples from suspects on the streets and for non-imprisonable offences such as speeding and dropping litter.”

The rationale is that this is another means to protect the public. Under the rubric of security, such things are possible. The authorities will have increasing data files on more citizens… and a bit more privacy evaporates.
